CreateUser

The following routes are available for this service:
POST	/users	Create a new External User

**CreateUser** Parameters:

culture	body	string	Yes	User Culture
countryId	body	string	Yes	Country Id

**CreateUserResponse** Parameters:

UserId	form	Guid	Yes	Unique Identifier of the User created in Booster

To override the Content-type in your clients, use the HTTP Accept Header, append the .xml suffix or ?format=xml
